This isn't just limited to America these days.
Ask anybody who has taught English to kids overseas in recent years.
It seems like in many places, the bad behavior + defiance of kids,
powerlessness of teachers, etc ... are also becoming commonplace.
(ie. Eastern Europe, Central/South America, some areas of Asia,
etc ...). It's as if with a slight time delay, many places have
copied the "style" of the American and British education systems.
Perhaps a worldwide watering down and lowering of standards in sync?
All the stuff in the news about school test scores are largely
misleading too. In many places in Europe, test scores have been going
down too for quite awhile too, albeit underreported. Similar story
with Japan. The education bureaucrats in other places also play games
with the statistics too, like removing from their sample set:
- the kids who get kicked out of school
- encouraging the underachieving kids to NOT write the exit exams
- not including the kids who went to "ditch digger" school (ie. the
equivalent of technical high schools which only teaches the trades for
non-academic minded kids, or kids with learning problems, etc ...)
