If the govt lab has flex-time, maybe he could work 10 hours/day for four
days a week, and have three days (one weekday plus weekend) to do the
other job.

Some people can "moonlight" and make some extra money ( for \/, it is your
chance to save for retirement, hint, hint). However, one's mental health
can suffer, too.

This is a good idea, too, but I would also ask if there are any laws
where he is that permit or prohibit govt workers from having a second job.
